Trinidad and Tobago does not have a capital problem. It has a policy predictability problem, and capital is responding exactly the way it always does when execution environments become uncertain.

In investment environments, trust is often discussed as a cultural or relational asset, something desirable but intangible. In reality, stakeholder trust functions much more concretely. It is an execution variable.
